Generally, the following steps are a part of the preparation for writing a RFP:

Identify quantities (venue, number of buildings, equipment required, etc.)
Draft RFP or bid and send to potential vendors, including announcements about questions and the pre-bid Identify products desired
Conduct pre-bid conference if warrented
Distribute answers submitted and/or arising at pre-bid conference
Evaluate vendor offers
Notify vendors of successful offer
Finalize contract
